Job Description
BAE Systems San Diego Ship Repair is hiring a Contracts Manager II to oversee Fixed Price Contracts, provide leadership and guidance to a team of Contract Administrators, and offer input on other Contractual matters as may be requested.
The selected candidate will be providing direction to the Government Contract Administration team at BAE Systems San Diego Ship Repair, including but not limited to, Fixed Price Contracts. The successful candidate will provide direct interface with Program Management and Production Team to ensure that all Government contracts are consistently interpreted and managed. Additionally, they will monitor assigned contracts for maximum revenue recovery, act as a liaison with senior customer representatives and ensure that standards as well as cost and timeliness are met.
BAE Systems Norfolk Ship Repair is hiring a Contracts Manager II to oversee Fixed Price Contracts, provide leadership and guidance to a team of Contract Administrators, and offer input on other Contractual matters as may be requested.
The selected candidate will be providing direction to the Government Contract Administration team at BAE Systems San Diego Ship Repair, including but not limited to, Fixed Price Contracts. The successful candidate will provide direct interface with Program Management and Production Team to ensure that all Government contracts are consistently interpreted and managed. Additionally, they will monitor assigned contracts for maximum revenue recovery, act as a liaison with senior customer representatives and ensure that standards as well as cost and timeliness are met.

Required Education, Experience, & Skills
Must have a minimum of 10 years' experience in the maritime industry as an experienced manager and excellent supervisory skills.

Must have knowledge of the marine industry and requirements of ship-work on US Navy, MSC, MARAD and agent managed vessels.

Must have extensive and superior knowledge of FAR, DFAR, and DOD and contracting regulations and practices

Must have extensive and superior knowledge of Government contract law, cost accounting standards and practices, rate structures, charging practices, DCAA responsibilities, cost reporting requirements, PCO/ACO interface, billing and reporting requirements

Must have experience in proactive change management. Must have the ability to track, develop, write and negotiate REAs.

Knowledgeable of and experienced with pricing, administering, and executing fixed price contracts. Knowledge of cost contracts is an additional discriminator.

Exceptional computer skills in Microsoft Office, including Excel and Power Point.

Assist in development of improved procedures and best practices for the Contract Administration Team

Provide Management control and oversight of the Contract Administration function at BAE System San Diego Ship Repair and contract guidance to the respective and individual Program Management teams. Direct and assign contract administration resources to the respective existing and future projects

Provide specification and contract interpretation for BAE Systems San Diego Ship Repair management and assist in resolving interpretation issues with the respective Government and contractor program management teams.

Interface with senior customer personnel to ensure that our contract performance and that our respective project teams is meeting our mutual obligations and needs

Review weekly respective Contracts status and financial reports concerning status of contracts, modifications, billings, and retentions.

Initiate corrective action as appropriate.

Initiate and respond to all formal correspondence from the respective customers concerning contract performance and contract administration issues.

Preferred Education, Experience, & Skills
Bachelor Degree is preferred, but Associates Degree is minimal accepted.

Exceptional written and verbal communication skills.
Ability to track and manage multiple competing priorities.

Government Contracting Officer experience in Ship Repair is preferred but not required.
