behind the economic prosperity and cultural vitality of Downtown
San Diego through membership, advocacy, public services, and

representing a variety of business sectors including real estate,
technology, banking, law, defense, insurance, communications,
energy, and tourism are committed to nurturing a Downtown that
benefits the entire San Diego region.It also serves as the managing
organization for several special districts and charitable
foundations including the Property and Business Improvement
District - otherwise known as Clean & Safe - which provides
essential public services in the 275 blocks of Downtown. Through

programs provide an annual contractual budget of approximately $13

Accountant is responsible for managing, accounting, reporting,
budgeting, and forecasting for contracts and grants.
Responsibilities include set up and management of payroll labor
distribution allocations, cash flow management and complex
accounting functions for the organization and related entities.This
position is responsible for developing and maintaining accounting
principles, practices, and procedures to ensure accurate, timely
and transparent financial statements and reports. This position
works within tight deadlines and a multitude of accounting
activities including grant and contract accounting and invoicing,
job cost allocations, general ledger accounting, monthly close and
financial reporting, year-end audit preparation, budgeting, and
forecasting. The Senior Financial Accountant supports the Director
of Finance and Administration and department Directors, which
requires strong written and verbal interpersonal communication
skills. Must have a firm grasp of GAAP accounting principles and
practices and Uniform Guidance for government
contracts.Responsibilities and DutiesContract Accounting Manager -
65%
- Manage accounting for grants and contracts, including cost
allocations, budget variances, and invoicing. Provide clear and
consistent reporting and communication to department Directors
regarding the status of contract finances.
- Solid understanding of government contract accounting rules and
regulations. Manage contracts in accordance with varies contract
agreements. Assist with agreements pertaining to RFQs, RFPs, asset
purchases and new business contracts.
- Ensure compliance with local, state, and federal government
accounting and reporting requirements.
- Manage budgeting, cash flow and forecasting activities for
contracts.
- Manage the job cost allocation structure in the payroll and
general ledger systems.
- Manage accurate and timely monthly, quarterly and year end
close processes for contracts.
- Work with Program Managers and Directors to develop regular and
adhoc reporting for management of contracts, including invoicing,
receivables, and budget to actual reports.
- Assist in development and implementation of new procedures and
features to enhance the workflow of the department.
- Work with the Director of Finance and Administration to ensure
clean and timely year end audits and annual tax filings.
- Perform other related duties as necessary or assigned.Payroll -

- Manage payroll labor cost allocations in payroll system.
- Manage importing of payroll transactions from payroll system to
accounting system.
- Ensure payroll data, including wages, benefits, labor
allocation codes, and PTO accruals and balances are being properly
set up and recorded.
- Review payroll setup and settings to ensure accuracy and
compliance with budgets and contracts.Assigned responsibilities
will be dynamic. As the organization expands, so too will roles,
responsibilities, and tasks. The role requires flexibility and
adaptability, with strong collaborative and communication skills,
ensuring all parties are apprised of project statuses.Required
Qualifications, Skills, and Abilities
- Bachelor's degree in accounting, with at least 4-6 years of
experience with contract accounting and payroll allocations.
- Experience managing finances for non-profits.
- Proven track record in organizational budgeting and financial
management. Experience with and understanding of GAAP, grant
tracking, payroll management and general business systems and
functions.

- Proficiency in Microsoft Office Suite, Net Suite or equivalent
software, Adobe, CRM Software, standard payroll systems, with a
mastery level of Excel.
