looking for a Mgr Engineering 3 to support the Engineering &
Sciences organization in San Diego, CA.The Mgr Engineering 3 will
be responsible for the functional management and program assignment
of approximately 100 cross-discipline engineering personnel
assigned to the Communication, Navigation and Identification (CNI)
Operating Unit (OU) in the Communications Solutions Business Unit
(CSBU).The candidate's duties will include:Conducting performance
assessments, staffing, employee development, communication
meetings, , compensation adjustments, training & educational
oversight/ approval and other routine personnel issuesAssessing,
prioritizing and adjusting staffing to current and projected
program needsFacilitating engineering support, review and approval
of Bid & Proposal (B&P) requestsSupporting program gate reviews
as the engineering review authority, and assist in resolution of
program engineering challenges (technical, financial, and
staffing)Coordinating across programs and functions for common
efficiencies and operational gainsMaking decisions that impact the
organization's , operations, and servicesComprehending and
analyzing complex problems and developing solutionsBasic
Qualifications:Bachelor's Degree in a STEM (Science, Technology,
Engineering or Mathematics) 9 years' and engineering or Master's
Degree in a STEM and 7 years of experienceExperience in leading
functional engineering teamsExperience in managing an engineering
Integrated Product Team (IPT) performing contract SOW tasks with
responsibility for the planning, execution, cost control,
scheduling, risk management, and technical performanceActive Secret
clearance is required with the ability to obtain higher levels of
clearancePreferred Qualifications:An advanced degree in STEM
degreeTop Secret and/or SAP clearance10+ Years experienceExcellent
communication, interpersonal skills, and the ability to interface
with all levels of employees and managementProgram management
experience; ability to effectively influence stake holders across a
matrix organization, and the customer communitySalary Range:
$171,000 USD - $256,400 USDEmployees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
addition, Northrop Grumman provides a variety of benefits including
