-Mid -SUMMARY HII-TSD is currently seeking a Ballistic Missile
Defense (BMD) Operations Planner to work in San Diego, CA in
support of -Tactical Training Group Pacific (TTGP). HII provides
BMD scenario, system and training support for COMTHIRDFLT and
COMSEVENTHFLT assets during all phases of their training cycle.
This includes implementing event technical plans, validating system
functional operations and documenting results. The following
statements of duties and responsibilities are intended to describe
the general nature and level of work being performed by individuals
assigned to this position. These statements are not intended to be
an exhaustive list of all duties and responsibilities required
within this position. Actual duties and responsibilities may vary
depending upon assignments and other factors.
-WHAT YOU WILL DO
- Develop BMD Master Scenario Event List (MSEL) key events,
expected actions and scenario timeline to meet BMD training event
objectives. Coordinate/de-conflict BMD timelines with other
training objective timelines.
- Operate Modeling and Simulation (M&S) systems and role play
simulated constructive units, Mission Commander, Warfare Commander
and/or Higher Authority roles.BMD Systems Support
- Review event participants C5I systems and provide a capability
and imitation assessment and develop BMD communications and TDL
architecture recommendations. Review BMD related communications
products such as Satellite Access Request (SAR), EHF Service Plan
(ESP) and Time Division Multiple Access Interface Processor (TIP)
Port Plan (TPP) for content, accuracy and formatting.BMD Training
Support
- Review draft BMD related OPTASKs and operational documents
including warfare commander to forces: SPINS, OPGEN, OPTASKS, ATO,
ACO, DIMS, etc., as well as BMD Mission Planning Higher Authority
related documentation, guidance and procedures.
- Review participating ship developed AEGIS Mission Planner (AMP)
products. Assess and validate AMP RADAR doctrine development and
set-up. Provide recommendations on the unit's preparation to meet
the training mission objectives.
- Review participating ship BMD C5I configuration procedures and
tactical planning products and procedures including employment of
Maritime BMD tactical doctrine, battle orders and fighting
instructions, radar doctrine implementation and radar resource
management. -
- Provide technical and tactical SME feedback and observations of
unit's performance to BMD standards.
- Provide technical and tactical expertise to support tactical
warfare training at TTGP. The expertise shall cover topics to
include 6-8 hours of classroom instruction. Topics may cover
threats, operations, capabilities and limitations, communications
and tactical data links.COMTHIRDFLT BMD Support
- Provide technical SME analysis regarding BMD training and
operations policy, and BMD deployment certification process.
- Review BMD training program instructions and processes and
develop recommendations to improve training realism. Provide
recommendations on the coordination of the Navy's BMD Exercise
Program with Fleet Forces Command (FFC) the type commander and Navy
training agencies.
- Review proposed BMD changes to operational requirements,
Operational Plans, Navy-wide Operational Tasks, Fleet Directives
and provide analysis of impacts to fleet training and operations
and develop change recommendations. -
- Review area of responsibility (AOR) air defense processes,
policies, and procedures, including related Joint Service elements,
identify seam issues and impacts, and develop potential resolution
or mitigation recommendations.
- Identify C3F training requirements for joint BMD training, and
submit approved requirements to joint training working groups.
- Attend meetings, conferences, and other BMD related events to
collaborate and share BMD subject matter information.
- Monitor Maritime Operations Center (MOC) BMD processes and
information flows from subordinate BMD units and supporting
commands, forward reports, and provide recommendations to the MOC
officer and higher headquarters (HHQ).MINIMUM QUALIFICATIONS
- 5 years relevant experience with Bachelors in related field; 3
years relevant experience with Masters in related field; or 0 years
experience with PhD or Juris Doctorate in related field.
- Scenario development, scripting, and role-playing experience,
or recent Combat Systems Training Team experience
- Simulation configuration and operation experience preferably
using Joint Semi Automated Forces (JSAF) 5 years BMD subject matter
expertise
- BMD Combat Systems Coordinator/Watch Officer/Tactical Action
Officer qualification with experience conducting BMD operations or
equivalent joint/agency BMD operations
- Project planning experience
- Active TS/SCI clearance (Active SECRET may be accepted for a
well qualified candidate)PREFERRED REQUIREMENTS Complete
understanding and wide application of technical/tactical principle,
theories, and concepts in BMD. Provide technical solutions to a
wide range of complex difficult problems. Solutions are
imaginative, thorough, practicable, and consistent with
organization objectives.
- Past experience working with TACTRAGRUPC/TACTRAGRULANT
- Past service at a fleet Maritime Operations Center (MOC) or
Missile Defense Agency (MDA) directly supporting BMD
operations
- Possess a Bachelor of Science degree
- 20 years Surface Navy experience including technical management
as a Naval Officer or Senior Enlisted supervising combat system
configuration, operation, testing, maintenance, and repair Physical
Requirements Office, industrial or shipboard environment. Capable
of climbing ladders and tolerating confined spaces and extreme
temperature variances. Lifting and moving of materials not to
exceed the guidelines set for one man lift. HII's Mission
