DESCRIPTION =========== The position of Director, VCMS Business and Finance of Scripps Institution of Oceanography (SIO) reports directly to the Assistant Vice Chancellor (AVC) for Marine Sciences and involves developing, interpreting and implementing financial concepts for financial planning, resource planning (dollars), and control of organizational budget. The incumbent will be independently responsible for all aspects of budget, finance and staff and academic personnel provision control that affect the strategic business decisions and long-range stability of the Institution. This is a key senior staff member to the Assistant Vice Chancellor and the Vice Chancellor, Marine Sciences (VCMS) on matters of financial and human capital impact. The position takes direction from and works closely with the Deputy Director for Finance and Operations (DDFO). Serves as the Institution s senior financial manager. Represents SIO and the AVC on key campus committees related to the management of campus-wide resources and processes and oversight of the campus control environment. In the absence of the VC, AVC and DDFO, has delegated authority to act on resource-related matters under the VCMS span of control. The Director, VCMS Business and Finance is responsible for short and long-range resource planning for Marine Sciences and is responsible for developing operational and resource plans for new academic and staff initiatives. The Director, VCMS Business and Finance manages the financial performance and accountability and control environment of operating units in Marine Sciences including Academic and Research Divisions, Joint Doctoral Programs with other Universities, Administrative Support Groups, and Self-Supporting Activities. Establishes internal controls to assess and manage risk in areas such as budget and finance and research program support. In collaboration with IT and DDFO, produce business intelligence reports, tools, and methods. Spends the majority of time achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, and functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets. This position provides direct supervision to: 1) VCMS Financial Operations Manager with institution-wide responsibilities which include managing resources for: Academic Salary Commitments, Academic Research Queue, Academic Stipends, and Director's Institutional Commitments (including contract & grant matching funds). 2) Business Officer for SIO Director's Office and SIO Administration, which consists of 60 employees. 3) Manager of SIO Gift Processing Office. Initiate, develop, implement, and maintain operational structure and day-to-day operations of this office. QUALIFICATIONS ============== * Advanced Degree in related area; or an equivalent combination of education and experience. Comprehensive knowledge of finance and budget policies, practices and systems, budgeting and reporting techniques, fund accounting, human resource planning, and accounting and bookkeeping. * Proven management experience in a large, complex research area with prior experience analyzing, interpreting and applying management principles, practices and techniques in the conduct of business. Strong leadership, supervisory and consensus-building skills with the ability to act within relevant rules/regulations, and in the best interest of the Institution. * Superior skills in budget management and financial analysis including staffing, financial modeling, development of short and long-term plans, and management of deficit recovery plans, self-supporting program plans and budgetary plans for new programs and initiatives. Experience projecting revenue and expense in a complex environment. * Proven experience in the planning, development and management of complex, high dollar volume financial operations involving fund accounting, staffing, capital budgets, operating budgets, financial analysis, financial reporting, long-range financial planning, and internal financial controls. Ability to adapt programmatic objectives to changes in resources. * Demonstrated knowledge and experience in the interpretation and implementation of federal, state, and private agency administrative regulations and policies. * Demonstrated knowledge of rules and regulations governing the acceptance of gifts and consultant agreements. * Demonstrated knowledge and understanding of internal control practices and their impact on protecting University resources. * Demonstrated success acting on behalf of leadership/management on all matters related to budget, finance, and administration. * Proven experience identifying and directing the translation of business requirements into functional information systems. Knowledge of advanced computer software/applications (especially databases and spreadsheets), hardware/technology, and networks. Advanced skill and experience in financial modeling and decision support tools. * Excellent analytical skills. Experience researching and interpreting intricate data and present analysis effectively. Experience identifying issues of complex problems and develop the analytical framework to understand and resolve them. Client services oriented and good listening and critical thinking skills. * Strong organization, problem solving, negotiation and decision making skills with expertise in clarifying and resolving conflict situations and developing attainable solutions. Proven ability to multi-task. * Proven ability to effectively communicate verbally and in writing. Excellent interpersonal skills and ability to work effectively across the organization at all levels. Proven ability to interact with diverse populations.
