Come Join the Navy Exchange Service Command (NEXCOM) as Facility Manager at the Navy Exchange San Diego, CA. Duties and Responsibilities includes and not limited to:

Job Summary: Manages and directs a maintenance repair and improvement program at a Navy Exchange Activity NEX.

Duties and Responsibilities:

- Develops and prepares a number of annual, long range programs and reports for the maintenance of facilities with particular emphasis on preventive maintenance. Reports include the Planned Improvement Program (PIP), basic facility requirements (BFRs) on square footage allotment per facility/building, etc.
- Responsible for Navy Exchange buildings; prepares plans and specifications for alterations, renovations and remodeling of existing buildings, facilities and equipment.
- Prepares operating statistics and cost control data for Custodial and Maintenance Departments based on plans developed for maintenance and repair work, including new construction, alteration projects, replacement of existing equipment and the procurement and installation of additional equipment.
- Plans, schedules and coordinates a Preventive Maintenance Program and conducts surveys and inspections of buildings, equipment and vehicles. Prepares work descriptions and formulates work assignments for maintenance personnel utilizing an approved work order management system.
- Plans, designs and draws up functional and building layouts for Navy Exchanges and branches which include space allocation, equipment, utility requirements such as plumbing, heating, ventilation and air conditioning (HVAC), electrical, lighting and refrigeration. Makes projections for space and department allocation based on request from managers utilizing Navy Exchange space allocation report. Computes square footage based on sales per square foot and prepares rough/smooth sketch of plans. Forwards to appropriate section/office for approval and signatures.
- Responsible for the custody of renovation and construction materials, replacement parts and maintenance of custodial department's equipment and tools. Establishes replacement schedules; audits spare parts and maintenance materials for overage and non-utilization and imitates action to reduce inventory in prepaid accounts when required.
- Prepares plans and cost estimates for the procurement of materials for renovations, remodeling and alteration of existing Navy Exchange facilities and equipment. Prepares requests and justifications for submission of projects to NEXCOM.
- Provides adequate staffing for all areas of responsibility, ensuring that a continuing program of training is accomplished; schedules work, assigns areas of responsibilities, approves leave, evaluates the work performance of subordinates personnel, consults and coordinates with the personnel office on matters relating to hiring, transfers, promotions, discipline, grievances and terminations.
- Directs a number of associates (administrative, automotive workers, maintenance and custodial staff comprised of full-time, flex and part-time associates) through subordinate supervisors.
- Responsible for the efficient flow of repair work orders through work facilities, maintenance of records, preparation of reports to be used in making estimates, documenting actions taken in the operation of the facility and reviewing/revising repairs and labor costs.
- Establishes and maintains liaison with local public works, NAVFAC engineering, Officer in Charge of Construction (OICC), NEXCOM and managers in order to ensure a smooth flow of plans, inspection schedules and general engineering assistance.
- Coordinates with managers and supervisors on matters relating to equipment layout, decor designs and other project details.
- Coordinates the labor distribution/custodial maintenance for Navy Exchanges.
- Implements policies and procedures relating to equipment and Facility Preventive Maintenance and other programs issued by NEXCOM.
- Responsible for the enforcement of safety and fire regulations designed to protect Navy Exchange patrons, associates and visitors, etc. Conducts safety, fire and energy conservation meetings.
- Responsible for reviewing energy usage and verifying accuracy of energy costs. Implements Department of the Navy, NEXCOM or other authorities' energy conservation programs or policies. Forecasts energy costs through use of historic data and current trends.
- Performs other related duties as assigned.
- Works under the general supervision. Work is performed independently within the framework of program objectives, policies and procedures established by NEXCOM and other authorities. Work is reviewed for regulatory and procedural compliance in terms of overall efficiency in providing maintenance support. Travel Required 25% or less - You may be expected to travel for this position. Total of six (6) years' experience consisting of the following:

GENERAL EXPERIENCE: 3 years general experience which provided the applicant with knowledge of general maintenance concepts and operational systems; material procurement and scheduling procedures; property management practices and procedures including budget and report preparation, or practical experience in trade, craft or maintenance work incorporating operation, maintenance and repair of a variety of operating equipment, buildings, utility systems, etc. General experience consisting or routine duties which did not require technical knowledge or judgement is not considered qualifying.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.


SPECIALIZED EXPERIENCE: 3 year of progressively responsible experience which provided a background in the coordination of construction/renovation projects, cost estimating and procurement of construction/renovation project materials; management of prescribed preventive/custodial maintenance programs; equipment repairs and maintenance records keeping; establishment of scheduled inspections and construction/renovation projects; supervision of human resources; or similar work which demonstrated the knowledge and abilities needed for successful performance. Education 1 year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.
