Surveillance Division at Northrop Grumman is looking for a Finance
Manager (Program Control Manager 2) to support our San Diego, CA
location. This manager position leads a talented team of cost
management individuals that supports one of our Autonomous
Intelligence, Surveillance, Reconnaissance and Targeting
(AISR&T) programs.Roles and Responsibilities include (but are
not limited to) the following:Manage financial analyst staffing
needs, including: hiring, training, developing analysts, and
providing daily guidance and direction to those analystsCoordinate
program Monthly/Quarterly Financial Planning, Reporting, and
Analysis (FPRA)Lead Annual development of program Long Range
Strategic Plans (LRSP) and Annual Operating Plans (AOP)Manage
program area financials, including: financial and cost forecasting,
reporting and analysis, estimate at completion analysis, and
working capital analysis accounts receivable forecasting, treasury
forecasting, unbilled analysis, and aged receivables
analysisMaintain compliance to Sarbanes-Oxley (SOX) controls and
documentation, and support various audits that will be conducted
Quarterly/Annually (e.g. Deloitte, DCAA and Deloitte)Work with the
business management teams to develop strategies to improve
financial performance, and track performance through agreed upon
reporting metricsSupport analysis for Investment (NCTA & Capital)
PortfoliosSupport initiatives and ad hoc requests from Division,
Sector, and Corporate leadershipQualificationsBasic
Qualifications:Bachelor's Degree in Business Administration,
Accounting, Finance, or related discipline with 7+ years of
industry related experience in finance, accounting, or program
control or 5+ years with a Masters DegreeExpertise with Microsoft
Office suiteExperience in leading Annual Operating Plan and Long
Range Strategic Plan processExperience in leading a monthly
financial forecasting rhythmUnderstanding of US Government
procurement and contracting, Cost Accounting Standards, and
FARExperience in presenting financial data to senior
leadershipExperience managing an investment portfolio (IR&D,
B&P, Capital)Ability to obtain and maintain Special Access
Restricted clearanceAbility to obtain/maintain a DoD secret
clearancePreferred Qualifications:Working knowledge of Revenue
Recognition (ASC 606) processes and proceduresFamiliarity with cost
and schedule management processes and toolsExperience utilizing
SAP, Hyperion, and MPM/CobraExperience with Indirect budget
planning and forecastingCurrent DoD Top or Secret ClearanceSalary
Range: $130,500 USD - $195,700 USDEmployees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
addition, Northrop Grumman provides a variety of benefits including
