Job Description:
The TA Manager develops and administers staffing/recruiting
programs, including the identification of qualified candidates, as
well as maintains partnerships with managers to ensure best
practices of recruitment and staffing. The TA Manager will
recommend, implement recruitment and staffing strategies with
particular emphasis on hiring well-qualified candidates in a timely
and cost-effective manner.
Essential Functions
--- Works closely with managers to define selection process and
arrange interviews. Establishes, cultivates, and maintains ongoing
relationships with hiring managers in order to understand the
business unit and its recruitment needs within the context of their
mission. Develops and maintains a strong rapport with key leaders
in the department.
--- Attends departmental staff and other meetings as requested to
acquire substantial knowledge about the department's business
objectives, goals, operations and work culture.
--- Recommends recruitment plans based on department needs that
clearly define and commit to service and performance criteria.
--- Executes the recruitment plan by aggressively recruiting for
well-qualified candidates from a variety of sources, managing
selection process to include screening, assessing candidates,
interviewing, recommending finalists, and filling the staffing
needs.
--- Manages vendor partnerships to include job sites, agencies and
recruitment software/tools. Negotiates rates and monitors invoices
to budget.
--- Provides guidance to the hiring manager on recruitment process
and interview techniques.
--- Creates job offers consistent with compensation practices and
internal equity.
--- Works closely with all areas of the HR Department to facilitate
effective HR relationships.
--- Establishes, tracks and reports metrics; makes recommendations
for adjusting tactics to achieve goals. Ensures TA team meets goals
and is accountable for KPIs.
--- Makes recommendations and implements efficient workflows that
meet business needs and priorities.
--- Manages and implements recruitment functionality within the
HRIS, including reporting capability. Collects and analyzes data on
demographics and hiring activity for use in designing recruitment
plans.
--- Provides oversight of HR recruiting and staffing processes.
Develops and maintains standard operating procedures (SOPs) with
internal controls.

Other Responsibilities
--- May perform any additional responsibilities or special projects
as required.
--- College level communication and analytical skills
--- Three years in a recruitment role and two years of leadership
experience
--- Intermediate level MS Office, to include Excel and Outlook
--- Thorough understanding of recruiting methods and best
practices, as well as applicable policies and federal, state, and
local employment laws and regulations.
--- Proficient with HRIS and ATS Systems

--- In-depth knowledge of recruitment and hiring trends, job
market/employment trends, and creative approaches to
recruitment.

complete deliverables on time within constraints provided.
--- Proficient with or able to quickly learn systems and software
used by the organization.
--- Must be proactive, results-oriented and have a strong sense of
accountability.

Other Requirements
--- Candidates must successfully pass a background check.
Compensation Package
Salary ranges may vary depending on location. The general hiring
range for this position is $85,000 - $95,000. Actual compensation
depends on education, experience and relevant skills. In addition,
