Position Summary
The Temporary Housing Program Manager provides program leadership and is responsible for the supervision of program staff, oversight of daily operations of the temporary shelter programs including both interim and transitional programs. Oversight included and is not limited to monitoring, funding compliance, and resident experience at the shelter programs.
Essential Functions



  • Strong management and experience in oversight of multiple programs in a social service setting, preference for those in a 24/7 residential setting.


  • Strong leadership, delegation, problem solving skills required.


  • Recent work experience including motivational interviewing, trauma informed care, and working with individuals with multiple challenges including substance abuse and mental health related disorders.


  • Ability to train and monitor staff effectively. Knowledge of housing options in the San Diego area.


  • Facilitate temporary housing program utilizing Housing First model as well as trauma informed care, motivational interview, de-escalation and conflict resolution.


  • Identify and provide domestic violence and human trafficking survivor resources as well as substance use disorders.


  • Coordinate with other departments including therapists, case management staff, and chaplains is key.


  • Conduct supervision for multiple case managers and resident assistants across campus.


  • Oversee and develop strong intake procedures that ensure equity and continuity of services.


  • Maintain thorough and clear notes and systems to include in regular program reports for funding authorities and to ensure compliance with Federal, State, and Local requirements.


  • Connect with community resource providers on a regular basis and establish strong working relationships.


  • Provide a culturally competent service and support for both staff and residents.


  • Oversee and lead 24/7 residential team of Resident Assistants.


  • Establish system and calendar for resident engagement, communication, and ongoing feedback.


    Working Conditions
    Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to be able to lift up to 40lbs. Ability to grasp, push, pull objects such as files, file cabinets drawers and reach overhead. Ability to operate computer, fax and telephone. Direct interaction with staff and residents on a frequent basis. The position is located at Door of Hope, a seven-acre campus.
    Minimum Qualifications


    • Bachelor's degree in a social services field or equivalent experience.


    • Minimum two (2) years of experience managing a residential program for homeless families, preferred.


    • Bilingual English / Spanish, preferred.


    • Acquire First Aid / CPR training within 30 days of hire.


    • Must possess and maintain a valid CA driver license with proof of vehicle insurance.


    • Must complete Decision Driving Safety Test before driving agency vehicles and annually recertify as required.


    • Must meet certification by and participate annually in The Salvation Army's Fleet Program (Salvation Army Fleet Policy dictates that an employee may not obtain more than two (2) moving violations or accidents within any 12-month period; see The Salvation Army Fleet Safety Policy.)


    • Must complete The Salvation Army's child safety trainings for staff and supervisors within 30 days of hire.


      Skills, Knowledge & Abilities


      • Ability to multitask and meet deadlines.


      • Trauma Informed Care and Motivational Interviewing Technique training.


      • Strong computing skills such as Word, Excel and Power Point.


      • Understand federal, state and local funding guidelines.


      • Strong knowledge of homeless services and resources in the San Diego area.


      • Knowledge of resource providers such as domestic violence programs, human trafficking programs.


      • Knowledge of benefits and application processes including TANF, General Relief, SNAP, Social Security, Unemployment, and State Disability.


      • Working knowledge of integrated database applications (HMIS).


      • Ability to Development of resident activities.


      • Devise system for resident survey and feedback.


      • Ability to screen, monitor, and respond to child safety concerns in compliance with county and organizational standards.
