    The NATO Technical Publication Manager is responsible for supporting the GAC&O Technical Publications Manager in leading all phases of the NATO Technical Publication program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of the NATO Global Hawk Contractor Technical Manual program and includes, but is not limited to:
    • Delivering presentations to US and foreign customers, executive management, and other program stakeholders
    • Supporting proposal development / capture planning and strategy
    • Identification, distribution, tracking, and completion of program requirements
    • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
    • Adherence to all internal processes, policies, and applicable industry standards
    • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
    • Development and adherence to master plans and schedules
    • Ability to prioritize and adjust tasks to accomplish the project result
    • Strong organizational and interpersonal skills to communicate effectively with all levels of management and individual contributorsBasic Qualifications:
      • Bachelor's Degree and 6+ years, or master's and 4+ years' experience supporting U.S. Government/Foreign Military Sales (FMS) contracts and/or related project management/logistics/Technical Publication Development/flight operations experience
      • 10+ years of applicable experience may be considered in lieu of education
      • Proven leadership, interpersonal, and communication skills
      • Demonstrated ability to work between various departments, sectors, and suppliers
      • Ability to develop and manage the following: Basis of Estimate (BOE), Statement of Work (SOW), Contract Data Requirements List (CDRL), Rough Order of Magnitude (ROM)
      • Must be a US Citizen with the ability to obtain and maintain US DoD Secret ClearancePreferred Qualifications:
        • Technical, Flight Operations, and/or Maintenance Background
        • Program Management experience
        • Experience with Unmanned and Autonomous Systems, preferably Global Hawk or Triton
        • Earned Value Management System (EVMS) Experience
        • Foreign Military Sales (FMS) and/or Direct Commercial Sales (DCS) experience
        • Familiarity with NATO countries culture, traditions, laws, etc.
        • Experience with Technical Publication development/sustainment management
        • Experience in contract negotiations Salary Range: $122,200 USD - $183,400 USD Salary Range 2: $0 USD - $152,800 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
