Job Description:
Cardinal Point Captains, Inc. (CPC) is seeking an experienced
and qualified Program Manager (PM) to join our team in San Diego,
CA. Reporting to the VP of Operations, provides direct contract and
personnel management and oversight of daily operations in support
of multiple contracts. Duties and responsibilities include but are
not limited to:
- Manage the daily execution of DOD and Government marine science
contract requirements to ensure that cost, schedules and
performance goals are achieved.
- Develop and implement corrective action plans when deviations
from budgets and/or schedules are evident.
- Perform variance analyses of schedule and cost on a formal and
informal basis.
- Assure contract requirements are satisfied in accordance with
appropriate Government regulations and Company policies and
procedures.
- Prepare for and participate in contract/subcontract
negotiations.
- Manage personnel recruiting and retention efforts, including
new job postings, hiring of new employees, and performance reviews
for existing employees.
- Track contract and awarded Task Order financials, especially
burndown analysis.
- Prepare and submit Monthly Progress Reports.
- Assist with bid and proposal activities, including technical
writing.
- Manage employees' purchase and travel requests through the
appropriate contract's approval workflow, from initial request from
the employee to final authorization from the Government and actual
expense claim by the employee.
- Review weekly timecard submittals by employees to ensure
timely, accurate record keeping.
- Source and manage vendors and sub-contractors necessary to
support the scope of contracts, including, but not limited to,
sub-contractors for boat repairs when the vessels are in a
shipyard.
- Lead regular conference calls and other remote collaboration
communication efforts with employees and colleagues to disseminate
important company information and promote cross-communication and
collaboration among remote work groups.
- Regularly check-in with clients to ensure continuous
improvement of the company's efforts and support. Requirements
- Bachelor's degree preferred or equivalent combination of
education and experience.
- Two-plus years of experience in program management,
particularly in support of Federal Government contracts.
- Ten-plus years of experience in maritime operations and/or
scientific operations is desired.
- Experience with vessel/small craft management, repairs, and
modifications is a plus.
- Project Management Professional (PMP) certification is
desired.
- Excellent oral and written communication skills.
- Highly proficient in MS Excel, including pivot tables, what-if
queries, basic macros, charting and data visualization, conditional
formatting, and building advanced formulas.
- Ability to manage time effectively, maintain schedules to meet
deadlines, and work well within a team environment. Keen
organization skills and attention to detail are important to
success in this role.
- Must be extremely responsive to customer queries and
feedback.
- Superior interpersonal skills to effectively function in lead
roles, train others on system and/or procedures, and conduct
meetings.
- Meticulous attention to detail.

Salary Description
$110,000 - $130,000
