DESCRIPTION

UC San Diego's six colleges are the foundation of the undergraduate student experience at UCSD. Each college is inspired by the philosophy of its namesake and has distinctive general education requirements, and a student life and residential experience attuned to that philosophy. The Colleges Business Office provides financial, human resources, academic personnel and related administrative services to all six colleges, which include the Provosts' offices, Writing/Core sequence programs, academic advising, student affairs and residence life units, as well as the Council of Provosts (COP), First Year Experience/Transfer Year Experience, International House/Great Hall, Case Management, and Basic Needs Program.

Under the direction of the Colleges Chief Administrative Officer (CAO), serve as Fiscal Operations manager for the six undergraduate colleges and their associated units and programs. Responsible for oversight of the full scope of financial management activities for approximately 75 financial orgs under three vice chancellor areas: Academic Affairs, Student Affairs and External & Business Affairs with total annual expenditures in excess of $20 million dollars. Serve as principal advisor to the Provosts and senior staff on financial management issues. Responsible for the full range of financial management functions, including budgeting, expenditure approval, financial information systems, internal controls and risk management. Supervise and train finance team to provide a high level of customer service for a variety of financial transaction processing, ledger and express card reconciliations and financial reporting. The incumbent also serves as department security administration (DSA) for the Colleges Business Office and the staff of the six Colleges.

QUALIFICATIONS

*

Thorough knowledge of finance policies, practices, and systems. Proven knowledge of finance, general accounting practices (Cost Accounting Standards), business management, fund accounting, audit trails, and use of cost/recharge centers.
*

Demonstrated ability to develop and manage budgets and adapt objectives to changes in resources.
*

Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Proven ability to establish appropriate internal controls and operate effectively within a control environment.
*

Strong leadership, supervisory, and consensus-building skills. Ability and experience to identify training and development needs, evaluate workloads and resources, and planning and organizing day-to-day activities.
*

Demonstrated interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail.
*

Excellent interpersonal and communication skills, including tact, diplomacy, discretion, and flexibility with diverse backgrounds.
*

Ability to independently gather required information to organize, and perform financial analysis assignments. Ability to collect and analyze data, investigate, comprehend and compile financial, budgetary and program data interpreting policies and procedures and apply them to routine/complex/unique situations.
*

Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Solid skill to analyze large quantities of financial data in identifying objectives and constraints, and developing effective recommendations.
*

Demonstrated high level skill in assessing needs and developing strategies to support diversity and inclusion.
*

Demonstrated ability to effectively present information verbally and in writing in a clear and concise manner.
*

Strong organization, problem solving, negotiation, and decision making skills. Expertise in clarifying and resolving conflict situations.
*

Ability to organize and prioritize reports, daily operations, short and long-term projects, and to direct and ensure timeliness and accuracy in the work of others.
*

Demonstrated ability to take a comprehensive approach to deal with planning and operational issues in terms of current complexities and interactions as well as long-term consequences.

Demonstrated ability to improve processes by assessing procedures, seeking information and opinions, developing and implementing changes as appropriate.
