Job DescriptionThe Associate Director of Financial Well-being provides leadership for the delivery of impactful, scalable and sustainable financial capability services programs to meet the organization’s goals for improving the financial well-being of its low-income residents throughout California. To that end, the Associate Director of Financial Well-being is responsible for all aspects involving the design, implementation, monitoring and evaluation of three interrelated programs: (a) Financial stability (address a current financial crisis); (b) Financial security (meet their day-to-day financial obligations); and, (c) Financial mobility (plan for the future). The Associate Director of Financial Well-being makes sure that all decision-making regarding financial capability services programs is informed and aligned with the CHW’s Strategic Plan and Impact Framework (Theory of Change). The Associate Director reports to the SVP of Achieve, works closely with other Achieve Associate Directors and is responsible for services delivered by Achieve’s Financial Coaches and/or partners. Essential Duties and Responsibilities:Program Design, Implementation, Monitoring, Evaluation

  • Responsible portfolio-wide for program design, oversight, and leadership of Achieve’s Financial Well-being Programs, including (a) Financial Stability Program; (b) Financial Security Program; and (c) Financial Mobility Program.
  • Sets program goals, procedures, quality control, and outcome measurements for Financial Well-being Programs. Assures the effective and efficient delivery of financial capability services programs.
  • Selects and implements tools and systems to support day-to-day program management and operations, program quality, accountability and reports, and accurate information collection.
  • Reviews program effectiveness through appropriate data analysis and evaluations.
  • Responsible portfolio-wide for delivering impactful, scalable and sustainable financial capability services programs at apartment communities with and without CHW on-site staff throughout California (e.g., credit building through rent reporting initiative) Program Strategy and Market Position
    • Determines the vision, strategy, and desired results for CHW’s Financial Well-being program. Is accountable for achieving the results set out in strategic and operational plans.
    • Promotes residents’ financial well-being by integrating financial capability services programs into other existing resident services programs (e.g., Next Gen Success, Health and Wellness, Supportive Housing) that residents are already using.
    • Develops and articulates program approaches that meet the needs of CHW’s diverse low-income residents and monitors portfolio-wide progress toward agreed-upon goals and related indicators.
    • Integrates lessons learned into programs.
    • Raises CHW’s profile and reputation through representing CHW at conferences and events with other affordable housing and non-profit organizations working on delivering financial capability services programs, including NeighborWorks America (NWA), Housing Partnership Network (HPN), Housing California, and UnidosUS, among others.
    • Monitors new developments in financial capability services programming.
    • Engages with NWA, HPN, Consumer Financial Protection Bureau (CFPB), Prosperity Now, among other leading organizations in collaborating with research initiatives to develop the evidence base for financial capabilities services programming and advocacy.
    • Identifies best practices from field programs and partner agencies, ensures documentation and dissemination, and promotes uptake within the organization.
    • Performs and interprets quantitative and qualitative analysis on financial well-being-related data, using and developing analysis tools and methods. Conducts studies, data gathering, interviews, and partners with internal contributors and stakeholder, conducts analysis, and develops customized reports and deliverables based on outcomes.
    • Enhances existing key metrics, standardized reports, dashboards and scorecards and develops new measures as needed. Award Management and Resource Mobilization
      • Creates and sustains relationships with assigned donors in order to facilitate communication about donor satisfaction, and program direction and compliance.
      • Oversees compliance for all Financial Well-being awards including production of annual work plans, quarterly and annual reports, and reviews of program implementation.
      • Manages support for all portfolio financial capability services program issues, problems, reporting and requirements, drawing on the range of resources within CHW to solve problems and coordinating with appropriate staff to address programmatic challenges and opportunities in a timely way.
      • Guides capacity building of Financial Coaches to manage Financial Well-being awards.
      • Monitors program accomplishments, identifies and/or responds to needs for technical assistance to keep programs on track, and oversees portfolio-wide progress toward agreed-upon goals and related indicators.
      • Promotes quality improvements in delivery of financial capability services programs, identifying and sharing tools, and guiding development of tools and standards for managing and monitoring program outputs and budgets
      • Assesses and recommends technology solutions for enhancing impact, scalability and sustainability of financial capability services programs
      • Develops long-term funding strategies for Financial Well-being programs in consultation with Advancement Team.
      • Takes the lead in: 1) identifying new resources to support financial capability services programs; and, 2) positioning CHW to access them.
      • Initiates new programs, reviews funding opportunities, provides input into grant goals, writes funder reports for grants and funders, and promotes goals and programs to donors and partners. Leadership and Management
        • Supports the SVP of Achieve with the planning, development, and implementation of resident services programs at new and existing rental communities as assigned. Responsible for assuring goals and milestones are achieved.
        • Develops and maintains community relations and knowledge in assigned area of Financial Well-being that would enhance and enrich the resident experience.
        • Works collaboratively with other Achieve associate directors to assure effective and efficient coordination of resident services programs.
        • Works collaboratively with Asset Management, Property Management, and Housing and Real Estate Development to assure achievement of shared project-specific goals across the life-span of an apartment community.
        • Implements new and existing programs based on the needs of the community, funding and best practice programs identified by current strategies.
        • Updates and maintains financial capability services manual, which includes policies, procedures and standards for the program.
        • Ensures the consistent following of financial capability services policies, procedures, and standards by Financial Coaches and partners.
        • Manages assigned staff including performance reviews, coaching, development and corrective action steps.
        • Initiates planning and implementation of skill development for Financial Coaches.
        • Identifies and maintains cadre of competent Financial Coaches for use/deployment in a range of program areas and locations
        • Supervises the on-time and accurate completion of administrative duties such as timesheets, reimbursements, data entry, reporting, and other administrative duties as assigned.Knowledge, Skills, and Abilities:

          • Advanced level of knowledge in financial capability services programs Proven excellence in management of grants and contracts.
          • Flexibility to adjust in an often-changing business environment
          • Demonstrated ability to manage time and prioritize appropriately among multiple competing demands, and solve problems.
          • Detail-oriented, well-organized, and able to work independently.
          • Advanced level of computer skills with Microsoft Office suite, particularly Excel and Access. Competent knowledge of data management and reporting software such as ETO and statistical analysis software such as SPSS desired
          • Ability to interact positively and effectively with diverse low-income populations
          • Strong work ethic and a commitment to social justice. Education and Experience:
            • Master's degree in social science, education, behavioral economics, consumer psychology, business administration, or other applied field experience relevant to this position.
            • Must have three to five years of work experience with financial capability services programs.
            • Proven experience designing, implementing, monitoring, and evaluating programs that are impactful, scalable and sustainable.
            • Must have three to five years of work experience supervising personnel in non-profit, for profit and/or public sector organizations.
            • Experience working with diverse and low-income populations.Other Work-related Requirements:
              • Evidence of ability to work legally in the United States.
              • Valid driver's license and regular availability of an insured vehicle to travel
