Job Description:
This is an on-site role located in San Diego
This position is accountable for overseeing the administration of
all employee benefits programs and the main payroll function. This
position will play a pivotal role in our strategy for improvement
and growth and will lead multiple HR initiatives.

Service to 26 Branch and Spectrum Center
Payroll for over 550 employees
Reconciliation of various GL accounts for $3.2 billion credit
union
Supervisory responsibilities
This position reports directly to the VP, Human Resources and
supervises the Payroll Supervisor and the Manager of Total
Rewards.
NATURE & SCOPE
Payroll:
The Director, Payroll will work closely with senior management to
define and report on meaningful financial and operational metrics
to drive insightful and data-led business decisions and actual
performance against key metrics and goals.
This role will also be a strategic partner to the VP of Human
Resources and will work collaboratively with other departments to
create new processes, enhance existing reports, and work on
automation to further scale our business.
This role will manage the activities of the payroll function and
will be the subject matter expert with regards to all matters
impacting the accurate and timely processing of payroll.
The position will focus on improving performance metrics, internal
controls, automation of time-consuming manual processes while
maintaining adherence to our internal deadlines and regulatory
reporting requirements.
Implements, maintains, and reviews payroll processing systems to
ensure timely and accurate processing of payroll transactions
including salaries, benefits, garnishments, taxes, and other
deductions.
Manages internal and external audits.
Ensures compliance with federal, state, and local payroll, wage,
and hour laws and best practices.
This position will also act as an escalation point in resolving
complex payroll-related issues.
Proactively stays current with all new laws and regulations
impacting the payroll function.
Able to read and interpret new laws and regulations and leads the
coordination efforts to implement all required changes.
Ensures budgets and schedules meet the organization's
requirements.
Writes, revises, and streamlines departmental payroll
procedures.
Troubleshoots payroll processing system, working with vendor to
resolve file/system issues.
Benefits:
Develop and implement a total rewards strategy that is aligned with
the organization's goals and objectives.
Partner with VP, Human Resources to ensure the total rewards
strategy is aligned with the overall HR strategy and organization's
goals.
Analyze market trends and benchmarks to ensure the benefit programs
are competitive.
Evaluate the effectiveness of existing benefits programs, policies
and guidelines, and ensure cost effectiveness, alignment with
organizational goals, and compliance with the organization's
policies, federal legislation, and other government and regulatory
requirements.
Manage vendor relationships to ensure the delivery of high-quality
services and solutions.
Develop and deliver training and communication to educate employees
on the company's total rewards programs.
Participate in industry and professional networks to stay current
on best practices and trends in total rewards.
Direct the design, implementation, communication, and cost control
of benefits programs for employees and retirees.
Oversee the benefits budget, monitoring actual expenses to plans,
and build partnerships with the Finance department to ensure
accurate and timely accruals.
Review and analyze changes to state and federal laws pertaining to
benefits and reports necessary or suggested changes to VP of Human
Resources.
Work with CEO, VP of Human Resources, CFO, Total Rewards Manager,
and benefits broker to secure benefits and maintain cost effective
use of the benefits.
Oversee leave of absence, accommodations, and unemployment
insurance programs.
Responsible for the interactive process of requests for
accommodation including the return-to-work process, ensuring
consistency and compliance with state and federal leave laws.
Contribute to and help maintain the HR SharePoint site.

Other Education, Skills, and Abilities
Bachelor's Degree in Business Administration or Human Resources
preferred.
10+ years of strong experience in Payroll and Benefits in
California, with a minimum of 5 years in a leadership role.
Strong knowledge of compensation and benefits practices, trends,
and regulations
Knowledge and understanding of ERISA, FMLA, EEO, HIPAA, and related
laws and regulatory requirements.
CPP designation preferred.
Thorough knowledge of Gross to Net Payroll and General Accounting
Principles
Knowledge of ADP WorkForce Now Payroll/HRIS highly desirable.
Attention to detail. Previous experience in developing policies,
procedures, and appropriate reporting to internally audit payroll
information.
Thorough knowledge & practical application of all wage and hour
law.
Understand proper taxation of employer paid benefits.
Ability to make decisions based on research and good judgment.
Ability to anticipate and analyze problems and resolve issues.
Ability to multi-task and work under time constraints to meet work
deadlines.
Ability to maintain confidentiality of all information position is
privy to and adheres to all credit union policies and
procedures.
Experience working with Microsoft Applications such as Word, Excel,
Outlook, and Power Point. Advanced working knowledge of Excel.
Good verbal and written communication.
Must provide exceptional service to internal and external
members.

MAJOR ACCOUNTABILITIES
Overseeing bi-weekly payroll runs.
Ensuring compliance with all relevant legislation and
organizational policies.
Managing payroll data changes.
Manage audits.
Working with the HR and finance teams to ensure payroll is aligned
with organizational strategy.
Resolving payroll issues and fixing errors.
Leading the payroll team.
Strategize and set up structure for annual open enrollment process
and communication.
Involved with annual renewal process, including but not limited to
providing comprehensive financial analysis, benchmarking, and
proposed recommendations for plan changes.
Analyze and monitor internal processes for efficiency.
Provide technical expertise in the areas of benefit policy and
programs.
Define strategies for each benefit program, evaluate usage and
effectiveness and align the program structure to overall business
objectives.
Work closely with benefit vendors and brokers to ensure a high
degree of employee satisfaction and superior administration.
Manager periodic audits of benefit plans and processes to ensure
accurate and effective administration and identify opportunities
for efficiency. This includes consistent review of regulatory
compliance, including but not limited to ERISA, ACA, HIPAA, FMLA,
COBRA and similar federal, state, and local regulations.
Research and keep up to date on industry trends; utilize payroll
system to create reports and analyze utilization rates.
Responsible for data integrity, enrollments audits and billing
reconciliations.
Prepare, collect, and organize data for annual plan audits and
reporting.
