Overview We are currently seeking a candidate to help manage
company (TEA) security program ensuring compliance with NISP.
Duties involve conducting annual refresher briefings,
counterintelligence briefings, espionage and insider threat
briefings to ensure all employees are indoctrinated. Maintain
Employee Foreign Travel Tracking and Briefings including Employee
Foreign Leisure Travel. Assist with JPAS new hires/terminations,
SF86 e-QIP, Adverse Information, SWFT, Visit Requests, Badges, CAC,
SPAWAR Account processing with contract CORs, Trusted Agents.
Coordinate with Company Officers to ensure TEA maintains adequate
facility security measures in place to meet NISP requirements.
Responsibilities Essential Functions/Job Duties: Assists in
maintaining a security program that is continually compliant with
all DSS mandates, and would meet satisfactory level of compliance
at all times if DSS arrived in-house for unannounced Security
Vulnerability Assessment. Uses knowledge of US Government
classified contract requirements in relation to maintaining TEA
Security Program. Manages JPAS, DISS, for new hires/terminations,
SF86 e-QIP, Adverse Information, Visit Requests, and clearance
eligibility verifications. Completes CDSE Insider Threat training
and develops TEA Insider Threat Program in accordance with DSS
timeline. Maintains active ISFD account, verify FCL status of
subcontractors, generate DD254's. Maintain current TEA, NISP
program facility documentation (DD 441, SF 328). Maintains current
List of Classified Contracts and Associated Security Classification
Guidance (DD254). Records and tracks issued fobs, TEA badges, Gov.
Badges, CAC, SIPR token, building access cards, and alarm access
utilizing Net2, Trust ID, and SIMS. Develops and maintains security
education and training for bi-monthly employee dissemination.
Maintains Annual NATO re-briefings, courier briefings and courier
cards. Conducts Annual Refresher Briefings, Counterintelligence
Briefings, Espionage and Insider Threat Briefings to ensure all
employees are indoctrinated. Maintains Employee Foreign Travel
Tracking and Briefings including Employee Foreign Leisure Travel.
Maintains personnel security records (citizenship verification,
SF312). Familiarity with SCI billet processing. Conducts routine
inventory of classified material and classified transmission
receipt, and ensures classified material is returned or destroyed,
or retention granted to TEA at contract completion. Generates DSS
mandated procedures including emergency destruction procedures, and
export control as required by contracts. Conducts employee TEA
facility exit checks, and tracks dates accomplished. Assists with
JPAS new hires/terminations, SF86 e-QIP, Adverse Information, SWFT,
Visit Requests, Badges, CAC, SPAWAR Account processing with
contract CORs, Trusted Agents. Coordinates with Company Officers to
ensure TEA maintains adequate facility security measures in place
to meet NISP requirements. Provides, manages and leads the
Personnel Security function within the company, including the
Request for Access process, the classified Visitor Access Request
(VAR) process, and maintenance of the Security Information
Management Systems (SIMS) database, enabling Program Security for
all DoD programs Equipment Used: Desktop / Laptop Computer, Phone.
Effective operational knowledge of standard computer based business
tools (including but not limited to Microsoft Word and Excel).
Typical Working Conditions: Corporate Office Environment Essential
Physical Tasks: Ability to maintain ergonomic posture while working
at computer work station. Ability to lift 10 lbs on an occasional
basis. Ability to use a personal computer, keyboard and mouse on a
consistent basis. Written and Verbal Communications: Demonstrated
excellent written and verbal communication skills in the English
language. Utilizing knowledge of DoD policies, generates security
and training procedures for dissemination to all employees in
person, via e-mail or other written correspondence with minimal
oversight, to maintain proper implementation of security program.
Responds to Manager/Employee requests for assistance in accordance
with DSS policies and TEA guidelines to provide accurate
information in a timely manner. Qualifications Skills /
Qualifications: Requires 5 years relevant experience as FSO or
Assistant FSO with focus on developing training procedures in
accordance with DSS mandates and maintaining continuing employee
security education.Possess educated knowledge of US Government
classified contract requirements in relation to maintaining TEAs
Security Program. Requires solid interpersonal skills and
organizational skills including attention to detail / ability to
multi-task with accuracy. Customer Interface Activities: Maintains
professional interface with TEA managers and employees, providing
guidance and assistance in accordance with DSS and Company
policies. Project Management Tasks: Ability to establish
priorities, operates independently, and executes tasks in a timely
manner within established time frames, with limited to no
supervision. Solid interpersonal and organizational skills
including attention to detail/ability to multi-task with accuracy.
Work Schedule: 9/80 Position requires ability to handle various
aspects of TEA's Security Program simultaneously in accordance with
schedule requirements. Travel: Occasional domestic travel by
automobile. Minimum Education Requirements: High School diploma,
some college preferred with emphasis on business communications.
Required Certifications: Requires FSO Certificate for possessing
facilities, plus continued courses through DSS and professional
societies. U.S. Citizenship is required Security Clearance: Top
Secret Candidates must have an active clearance OR the ability to
obtain a US Government security clearance, and will be subject to a
US security background investigation (i.e. favorable background
investigation / credit score). Additional eligibility requirements
for access to various levels of classified information may also be
required. An active security clearance is highly desirable.
