This role manages the talent acquisition and training functions
and collaborates with the VP, Human Resources in the areas of
compensation, performance management, HR process improvements and
Responsibilities and Duties
Manages talent acquisition team to deliver a high level of
customer service while ensuring compliance with state and federal
laws, company guidelines, policies and procedures.
Develops training function; identifies organizational training
needs and oversees the implementation of new training programs
utilizing a combination of outside consultants and internal team
Develops, implements and manages company-wide performance
Coaches and counsels managers regarding employee relations
issues, policy interpretation and application of wage and hour and
other related labor laws.
Facilitates/mediates employee relations issues; consults with
outside counsel and/or senior management/advisors, as necessary, on
Recommends solutions to employment issues based on knowledge of
policies, established practices and procedures, and applicable laws
Facilitates resolution of employee disputes.
Provides guidance and direction on the recruitment process
including job classification and posting requirements, sourcing,
screening, pre-employment checks, compliance, offers of employment,
Takes ownership of requisitions for upper management positions
and performs recruitment activities from establishment of position
scope through offer negotiation and onboarding.
Oversees the production of annual AAP and the implementation and
monitoring the recruitment process to ensure compliance with the
Institute’s Equal Opportunity/Affirmative Action policies; oversees
production of annual applicant data reports for submission to AAP
consultant for analysis. Oversees development, implementation and
management of outreach programs.
Oversees the determination of job groups and compensation data
related to the institute’s AAP.
Participates in relevant compensation surveys; performs market
pricing for positions as required.
Stays abreast of current relevant state and federal employment
laws and latest developments in recruitment strategies, techniques,
HR programs and technologies as well as AAP, EEOC, and OFCCP
compliance. Modifies systems and processes in response to changes
Establishes and maintains relationships with institutions and
organizations relevant to TSRI constituencies and recruitment
sources, including community agencies, colleges and universities,
industry groups/associations, etc.
For talent acquisition function, manages third party vendor
relationships; contracts and service agreements; reviews and
approves invoices for payment including online job postings;
monitors recruitment budget and expenses.
Monitors and summarizes recruitment metrics for measuring the
effectiveness of Recruitment’s efforts and results in customer
service, quality and responsiveness.
In conjunction with HR team members, participates in the
development and implementation of new or revised human resources
programs, systems, procedures, and methods of operation.
Performs other duties as assigned or necessary.
Position Requirements Bachelor’s degree in related field
Minimum 10 years of progressive HR experience.
Minimum 5 years of experience managing an HR team.
HR experience in Biotech or Tech Industry
Extensive experience handling employee relations including the
conducting of internal investigations and drafting of performance
Knowledge of EEO and AAP requirements.
Knowledge of current talent acquisition best practices.
Knowledge of pertinent federal, state and local human resources
Excellent oral/written communication and presentation/training
Strong organizational and project management skills.
Highly proficient with all Microsoft Office applications and
applicant tracking systems.
