We currently have an exciting opportunity for a Director of Program Process & Services in San Diego, Ca. This position reports to the Chief Operating Officer of the Energy Group and will provide leadership and vision to ensure the Program Process & Services organization provides efficient and executable data management, processes, tools, and training to support successful Program Execution and other enterprise initiatives across the group. A successful team member must be adaptable and flexible to changing business requirements in both a technical and non-technical environment.

Duties and Responsibilities: Directs the planning, budgeting, and scheduling as well as the management and coordination of all operational aspects of Program Process & Services.

Ensures Program Process & Services supports emerging business needs and strategic goals of the company

Support financial analysis and reporting of cost and schedule performance utilizing Earned Value Management System (EVMS).

Directs the organization and collaborates across the enterprise to define, implement, train and improve Program Execution processes and procedures across the program life cycle

Executes and improves the Program Management Training curriculum. Maintains curriculum currency to support evolving business needs

Translates business priorities into implementable actions to achieve strategic goals.

Identifies and assesses high-level operational issues and consult with all levels of management to negotiate and develop solutions which meet planning schedules, quality objectives, and policies and procedures of the organization.

Determines customer requirements and translates these requirements into organizational plans.

Directs the development and management of operational plans, budgets, and schedules as well as oversee and direct the coordination of all operational aspects for an organization.

Leads efforts to develop and improve operations through efficient and effective integrated processes, implementing common management processes/services to use organizational resources efficiently and effectively.

Serves as liaison between program/project management, project teams and administrative service departments on matters of high importance.

Oversees development and management of operating procedures that are aligned with the strategic business and administrative objectives of the organization.

Conducts operational reviews of cost and service structures, productivity measures and delivery methods to achieve planned targets.

Leads the development of mechanisms for monitoring progress and for problem solving with program managers, project teams, and administrative services departments while developing solutions to meet budget, schedule, quality objectives, and company policies and procedures.

Provides document management services in a central repository for contractual deliverables - specifically for items identified in CDRLs for any given program.

Provides direction and leadership to the manager of the technical publications department.

Communicates with the procurement organization as required

Interfaces with internal and external audit personnel

Interfaces with finance and division management in the preparation of financial forecasts (revenue, discretionary, and OH expenditures)

Provides analysis of overhead and discretionary expenditures and providing recommendations relative to required corrective actions.

Working with customer program office and customer contracts personnel, as required, to facilitate funding on programs and initiating ‘at-risk’ approvals as required

Maintains strict confidentiality of sensitive information and act as a trusted partner to the Profit & Loss organizations.

Oversees the coordination of international visitor travel as required.

Oversees the recruitment, retention, and development of human resources to ensure the availability of the required management and professional talent needed to meet business objectives and organizational requirements.

Performs other duties as assigned or required.

Job Qualifications Typically requires a Bachelors, Masters in engineering, science or business administration as well as fifteen or more years of progressively complex program administration experience with at least nine of those years managing programs in a project manager or project control position.

Must have management experience leading a PM related process improvement or services organization.

Must possess expertise in program management, program performance monitoring and analysis, proposal development and change management.

Must be able to develop solutions to complex problems that require the regular use of ingenuity and creativity.

Typically accomplishes objectives through subordinate management.

In-depth experience in organizational and operational problem resolution is required.

Strong leadership, communications, presentation, and interpersonal skills are also required as well as the ability to interpret and explain unusually complex operational issues.
