DESCRIPTION

The San Diego Supercomputer Center (SDSC) is a world leader in using, innovating and providing cyberinfrastructure to enable advances and new discovery in science and engineering. Focusing on data-oriented and computational science and engineering applications, SDSC serves as an international resource for data cyberinfrastructure through the provision of software, hardware and human resources in multi-disciplinary science and engineering, and serves as a leadership national cyberinfrastructure Center to the National Science Foundation (NSF) and broader community.

The Business Services Division of SDSC provides all the administrative functions for the center, as well as provides certain pooled technical services. The administrative function requires management of all SDSC fiscal resources which come from over 100 different fund sources, preparation and submission of proposals, management of human resources, management of space and facilities, and the administration of large complex recharges or self-supporting activities including Colo, cloud storage, IT Desktop and Systems and Web/DB operations. The Business Services Division also provides technical services from its Web Application, Database and Documentation Development group which offers programming, database administration and documentation services both to SDSC Divisions and to individual PIs and awards.

This is a professional position at the intermediate fully operational level of the Research Administrator series. The incumbent applies acquired job skills, policies, and procedures to complete substantive assignments / projects / tasks of moderate scope and complexity; exercises judgment within defined guidelines and practices to determine appropriate action.

Under general supervision, the incumbent will develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. S/he will work on proposals of moderate scope such as single investigator NSF proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). S/he will receive assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. The incumbent may be eligible for delegated signature authority and/or completes and approves transactions for signature by manager or other authorized institutional official.

The incumbent will be providing moderate analytical and financial support in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors. This involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award/subcontract issuance and administration.

The incumbent will be responsible for pre and post-award administration of federal, state, industrial/commercial and private funding sources for the San Diego Supercomputer Center (SDSC). S/he will act as liaison to other campus departments, such as Pharmacology, Biology, Chemistry and CRBS and provide assistance to PIs on all financial matters including staffing, agency requirements and Center policy. Additionally, s/he will interpret and distribute agency guidelines, advise post-award accounting staff of compliance and agency issues, act as a department contact for Office of Contract and Grants and Extramural funds. The incumbent will be responsible for post audit review of general and subsidiary ledgers, troubleshoot administrative/programmatic and accounting problems for PIs, monitor expenses to assure appropriateness and compliance with regulations, as well as provide assistance to PIs on all financial matters including staffing, agency requirements and Center policy. S/he will maintain data for electronic financial statements, close terminated awards and conduct fiscal closing activities including cost transfers, budget adjustment journals, transfers of funds, etc. The incumbent will also produce customized budget status reports and the production of ad-hoc, summarized or special purpose reports. Pre-award duties include preparation of the budgets, current and pending support and other documents as required by the agency, and review proposals for submission to ensure that UC and agency requirements are met and that the format matches agency guidelines.

QUALIFICATIONS

Proven ability to analyze complex financial issues, ability to analyze budgets in relation to shifting income/expenditure, recognize potential impact, make sound recommendations for budget adjustments, identify creative and alternate solutions, and make recommendations and incorporate information into budget formats for official presentation.

Demonstrated skill in collecting cost data, equipment pricing and preparing detailed multi-year budgets.
*

Knowledge of budgeting, accounting principles and bookkeeping to maintain department financial records and produce reports and reconcile discrepancies.
*

Ability to review and analyze budgets for funds and appropriateness of expenses against agency regulations.
*

Knowledge and skill in the use of various software, such as relational databases, spreadsheets and word-processing, used in an integrated computer environment.
