Job DescriptionRincon Consultants, Inc. is looking for a Senior
Housing Planner with professional experience in housing needs
analysis, policy development, and community outreach. The ideal
candidate for this position will have experience with housing
elements and housing policy, be at ease managing a variety of
projects concurrently, experienced in the development and
coordination of community engagement efforts, with a demonstrated
ability to produce a high-quality work product. The candidate
selected for this position could be based in any of our office
locations. What Do You Get To Do In This Position:
- Manage large scale housing-related projects, including Housing
Element updates, Specific/Master Plans, fair housing assessments,
constraints analyses, and/or other comprehensive planning
documents
- Develop and implement work plans for complex projects and
programs
- Lead project teams responsible for the development of, or
updates to, zoning codes, permitting policies, and/or development
standards, with a particular emphasis on housing
- Assist jurisdictions with accessing housing grants and related
funding opportunities
- Conduct research and prepare statistical reports on land use,
physical, social & economic issues
- Review plan sets for consistency with local codes and
regulations
- Prepare, coordinate, and facilitate large-scale community
engagement campaigns, with an emphasis on public involvement and
consensus-building meetings and workshops
- Prepare drafts of technical memoranda, meeting minutes,
transmittals, presentations, and other written materials
- Make oral presentations concerning planning programs and
development projects to Planning Commissions, City Councils, and
other stakeholder or community groups as required
- Interact with various members of public agency and private
client staff on matters related to land use planning and CEQA
compliance
- Assist with the preparation of all levels of CEQA/NEPA
documents as needed
- Provide supervision, guidance, and mentorship for other
professional staff
- Assisting with business development, marketing, and proposal
efforts for community planning work.
- Promote a culture of teamwork, engagement, quality service, and
customer satisfaction to our public and private clients.
- Enhance Rincon's professional reputation and demonstrate the
ability to be creative and innovative with these tasks while
representing Rincon in a professional manner
- Work closely with Rincon Principal(s) and Managers to promote
our business interests in adherence with the company's mission,
vision, and values
- Perform other duties as assigned by supervisor(s)This Job Might
Be For You If You Have The Following:
- Bachelor's degree or higher in urban planning, geography,
public policy or a related discipline; advanced (Masters) degree
preferred
- 5+ years of demonstrated experience in land use planning,
housing policy development, land development/entitlements, and/or
community engagement
- Experience working on and analyzing planning documents,
including policy writing for housing element updates, housing
element annual reports, zoning codes, and general plans
- Advanced knowledge of the philosophies, principals, practices &
techniques of planning
- Proficient with preparing development agreements and other
contracts
- Detail-oriented with the ability to multi-task and manage
complex projects in a fast-paced, deadline-driven environment
- Strong communication and presentation skills
- Familiarity with the LEAP and REAP funding process
- Excellent organization, schedule, and budget management
skills
- Ability to cultivate working relationships with clients,
community-based organizations, internal team members and other
firms
- Excellent writing, formatting, and proofreading skills
- Proficient using Microsoft Office (Word, Excel, Teams, Outlook,
and PowerPoint)
- Experience with Adobe Acrobat and In-Design, and Geographic
Information System mapping is a plus
- Must possess a valid driver's license with a clean driving
record, proof of automobile insurance, and willingness to travel as
