  • You will serve as an Information Systems Security Manager (ISSM)IT SPECIALIST (INFOSEC) in the Fleet Weather Center, Naval Information Dominance Force of NAVAVFCST DET SAN DIEGO CA.
  • You will primarily support the Command with oversight of its subordinates and reports to either the Department Head.
  • You will ensure Cybersecurity (CS) requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, and operation.
  • You will serve as the CS Subject Matter Expert (SME) and participate in Configuration Management (CM) Boards and with the System Administrators in collaboration with other Government and Contractor personnel.
  • You will develop, in coordination with the command Portfolio Manager, for the CS portion of statement of work and performance specification documents new or modifications of acquisition projects.
  • You will serve as the independent authority for all matters pertaining to planning and formulation of concepts, policy, techniques and procedures, certifications, standards, and criteria to the effective implementation/management of the CS program.
  • You will lead and guide other Cybersecurity personnel within the department.
  • You will oversee the subordinate commands to ensure information systems (IS) or Program of Record (POR) systems are in compliance with DoD/Navy Cybersecurity policies and instructions.
  • You will provide customers with information/analytical support/guidance on CS requirements for proposed IT acquisitions from earliest stages of development, through the acquisition milestone process and follow-on support.
  • You will engage actively with project staff to review/provide critical comments/constructive recommendations on system design documentation.
  • You will as the Domain Information Systems Security Manager (ISSM) have oversight and administration of broad, emerging, and/or critical agency programs related to information security, Information Assurance (IA) and Cybersecurity Work Force (CSWF).
  • You will conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
  • You will develop and implement programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
  • You will ensure implementation of security measures and procedures, including reporting incidents to the Commander, Command Security Manager, and appropriate reporting chains and coordinating system-level responses.
  • You will develop for the Certification and Accreditation Program required by Risk Management Framework (RMF).
  • You will ensure security surveys and re-accreditation are performed on the schedule prescribed by Risk Management Framework (RMF) regulations and any other regulatory requirement.
  • Must be determined suitable for federal employment.

Specialized experience must demonstrate the following:
    • Experience developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data.
    • Experience conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
    • Experience promoting awareness of security issues among management and ensuring sound security principles are reflected in organizations' visions and goals.
    • Experience conducting systems security evaluations, audits, and reviews.
    • Experience developing system security contingency plans and disaster recovery procedures.
    • Experience developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
    • Experience participating in network and systems design to ensure implementation of appropriate systems security policies.
    • Experience facilitating, gathering, analysis, and preserving evidence used in the prosecution of computer crimes.
    • Experience assessing security events to determine impact and implementing corrective actions.
    • Experience participating in the development of systems security contingency plans, backups, and disaster recovery procedures.
    • Experience ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of all IT services.
    • Experience developing and delivering training to civilian and military information technology professionals.Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
