Job Description:
You will serve as a Contract Specialist in the Contracts
Department of Southwest Regional Maintenance Center at Naval
Station Complex in San Diego, California.Salary Clarification:
GS-11: $78,307- $101,796 GS-12: $93,858 - $122,016Many vacancies in
the following location:Yes-This position is eligible for part time,
substantial or ad-hoc telework at the discretion of management.
Travel Required Occasional travel - You may be expected to travel
for this position.Yes-Relocation expenses (i.e. PCS) or relocation
incentives as described in 5 USC 5753 may be authorized in
accordance with applicable travel regulations.Current permanent
employees of DON, DoD Military Spouse Preference (MSP) eligibles,
and VEOA eligibles.
GS-12: One year of specialized experience equivalent to the next
lower pay grade GS-11 in the Federal Service as a professional
contract specialist performing contracting services (to include but
not limited to: awarding, administrating, negotiating, terminating,
and close out) for various types of cost and fixed price contracts
in support of repair, overhauls, or modernization of naval
warships.
In addition to the Basic Requirements for this position, your
resume must also demonstrate at least one year of specialized
experience in the Federal service or equivalent experience in the
private or public sector. Specialized experience must demonstrate
the following:
GS-11: One year of specialized experience equivalent to the next
lower pay grade GS-09 in the Federal Service as a professional
contract specialist providing contracting services for the
acquisition of materials and services required to support research,
development, and test and evaluation of ship work packages in
support of repair, overhauls, or modernization of naval
warships.

EducationApplicants must meet the following Basic Education
Requirement of the Department of Defense Qualification Standard for
Contracting Positions:
A bachelor's degree from an accredited educational institution
authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to
individuals entering DoD GS-1102 positions on or after October 1,
2000. Current civilian personnel in DoD who occupied GS-1102
positions or contracting positions with authority to award or
administer contracts above the simplified acquisition threshold in
an Executive Department on or before September 30, 2000 are exempt
from meeting this requirement. Current military members who
occupied a similar occupational specialty to the GS (or equivalent)
1102 or before September 30, 2000 are also exempt from meeting this
requirement. Applicants currently in the Contingency Contracting
Force are also exempt from meeting this requirement.
Education may be substituted for the GS-11 as follows:
Completion of Ph.D. or equivalent doctoral degree in one or a
combination of the following fields: accounting, business finance,
law, contracts, purchasing, economics, industrial management,
marketing, quantitative methods, and organization and
management.

3 full years of progressively higher level graduate education
leading to such a degree in one or a combination of the following
fields: accounting, business finance, law, contracts, purchasing,
economics, industrial management, marketing, quantitative methods,
and organization and management.

A combination of experience and graduate education as described
above that equates to one year of experience
