DESCRIPTION
Under the general supervision of the Director, the Associate
Director of Business Systems and Digital Strategy leads the team
within the Financial Aid Office that has the primary responsibility
for the management of Student Financial Planner (SFP), ProSAM,
OnBase, BlackBaud, CampusLogic, and other auxiliary
applications.
The Associate Director is technical leader with a high degree of
knowledge in the overall field of Financial Aid and Scholarships
administration, with recognized expertise in business systems
designed to award, disburse, verify, and reconcile financial aid
and scholarship funds. Problem solving in this capacity requires
analysis of unique issues without precedent and / or structure.
The Associate Director works with a high degree of autonomy to
formulate strategies and administer policies related to the design,
implementation and integration of financial aid processes,
workflows, technology, and reports which enhance operational
efficiency and administrative decision-making.
The Associate Director applies advanced business process and
analysis concepts and organizational objectives to resolve highly
complex issues where analysis of situations or data requires an
in-depth evaluation of variable factors. The Associate Director
works closely with the Director and the other members of the
Systems team to selects methods, techniques and evaluation criteria
to obtain results. The Associate Director works closely with
financial aid staff, Enrollment Management Technology Services
staff, and other information system campus partners to ensure all
processes function effectively to successfully meet University
enrollment and student experience goals.
QUALIFICATIONS
* Advanced skills and methodologies associated with process and
software design, modification and implementation. Strong technology
skills with financial aid management software systems.
* Knowledge and understanding of databases and external financial
aid systems (EdExpress, COD;NSLDS, CPS, Web Grants, ELM) and
experience with document management and imaging systems.
* Advanced knowledge of business and process analysis functions.
Understanding of user testing and quality assurance techniques and
practices. Ability to oversee thorough testing ofnew functionality
and to recognize errors or malfunctions.
* Demonstrated skills needed to develop process and system
implementation plans. Experience in leading multiple complex
projects and project teams engaged in process assessment, systems
analysis, development, implementation and user testing. Proven
ability to evaluate workload and available resources and to adjust
schedules and priorities as required. Proven ability to direct and
assess performance of staff assigned to project teams.
* Advanced knowledge of related areas of IT. Experience using
complex databases. Ability to define specifications for database
programming.
* Strong knowledge of policies, regulations, and practices for
awarding financial aid, including needs analysis and packaging.
In-depth knowledge of the financial aid service partners with a
thorough understanding of the processing relationships and the
technology of different mechanisms between entities (Federal
Government, State Government, IRS, central processing agencies,
lenders, guarantors, scholarship agencies, etc) to facilitate
eligibility confirmation and problem resolution.
* Knowledge relating to the design of processes and software across
the organization. Ability to assess processes and implement
improvements.
* Demonstrated experience with process analysis, systems analysis,
process architectures and systems analysis methodologies and
practices including traditional waterfall, Agile, Agile Scrum, UML,
UML Enterprise, et cetera.
* Understanding and skill in complex process and systems
requirement documentation standards, such as Use Case modeling,
User Story creations and narrative description.
* Demonstrated ability to work with others from diverse
backgrounds.
* Self-motivated and works independently and as part of a team.
Able to learn effectively and meet deadlines. Demonstrates problem
solving skills.
* Advanced knowledge of business processes and procedures.
* Ability to interpret complex policies and develop procedures to
ensure compliance. In-depth knowledge of regulations in
interpreting and administering of federal Title IV, state and
university financial aid programs to ensure compliance.
* Demonstrated testing and test planning skills.
* Demonstrated effective communication and interpersonal skills.
Demonstrated ability to communicate technical information to
technical and non-technical personnel at various levels in the
organization. Interpersonal and communications skills to work with
both technical and non-technical personnel at various levels in the
organization.
* Working knowledge of techniques for recruitment and retention of
students through financial aid.
* Thorough knowledge of University policies, processes, and
procedures, including those related to supervising employees.
Thorough knowledge and understanding of the mission of the
University and Academic Affairs. Demonstrated ability to
effectively lead, motivate and manage staff; delegate and reassign
tasks, monitor production and quality of work, setting performance
standards, assess individual capabilities and workloads, conduct
performance evaluations.
* Organizational skills and ability to prioritize work for self and
others to meet deadlines; project management skills.
* Demonstrated ability to work with others from diverse
backgrounds.
* Demonstrated experience in data security and privacy
requirements, including FERPA (Family Educational Rights and
Privacy Act), the California Information Practices Act, and the
UCSD Policies and procedures.
SPECIAL CONDITIONS
* Duties may require direct contact with children (defined as
individuals under the age of 18). Completion of the Child Abuse and
Neglect Reporting Act (CANRA) form is required.
* Job offer is contingent upon a satisfactory clearance based on
background check results.
* Available to work evenings/weekends during peak periods; some
domestic travel may be expected.
Pay Transparency Act Full Salary Range: $71,000 - $160,000
Annually
The University of California, San Diego is required to provide a
reasonable estimate of the compensation range for this role. This
range takes into account the wide range of factors that are
considered in making compensation decisions including but not
limited to experience, skills, knowledge, abilities, education,
licensure and certifications, and other business and organizational
needs. It is not typical for an individual to be offered a salary
at or near the top of the range for a position. Salary offers are
determined based on final candidate qualifications and experience.
The full salary range for this position is defined as the Full Pay
Range. The budgeted salary or hourly range that the University
reasonably expects to pay for this position defined as the Expected
Pay Scale. Placement within the Expected Pay Scale is determined by
internal equity, relevant qualifications, and collective bargaining
agreements (when applicable).
