Perspecta is an AA/EEO Employer - Minorities/Women/Veterans/Disabled and other protected categories Responsibilities The SSC Pacific CHENG is responsible for providing top systems-level technical direction at the Command for the development, acquisition, deployment, and support of integrated C4ISR systems and related projects by establishing and maintaining technical guidance, standards, and disciplined engineering processes to provide safe, effective, affordable, and integrated C4ISR products. Responsibilities of the CHENG include assessing adherence to higher authority business and process requirements in support of the SSC Pacific technical projects providing services to PEO C4I, PEO Space, PEO EIS and other Navy and Non-Navy customers. Responsibilties Include: Perform analyses of existing and emerging Operational and Functional Requirements at the force, theater, Combatant Command (COCOM) and national levels. Support the formulation, development and assessment of doctrine, strategy, plans, concepts of operations, and tactics, techniques and procedures in order to provide the full spectrum of Cyberspace Operations enabling capabilities to the warfighter. Analyze tactics, techniques and procedures to develop new doctrine, operational methodologies and missions, identification of potential threats, vulnerabilities, risks, safeguards, performance indicators and countermeasures. Perform feasibility analyses of systems or operational concepts, including a cost/benefit analysis. Research and develop technical analyses and assessment reports for integration of requirements, capabilities and training. Develop reports, documents and assessments for mapping naval, theater and joint plans and programs to capability requirements. Perform Military Utility Assessments (MUA)/Operational Utility Assessments (OUA), to include assessments of warfighting capabilities and the utility of new and emerging technologies. Perform system analysis, architecture, engineering, and integration services at the system and System of Systems levels for force, theater and national assets. Perform analyses of current enabling capabilities and deficiencies identify and derive system and sub-system requirements and associated architectures and perform all aspects of systems engineering support. Perform and report technical trade studies which shall lead to the development of new architectures and detailed engineering designs. Provide system and system of systems level test and evaluation and the identification of solutions and/or tradeoffs to correct any deficiencies throughout all phases of the project lifecycle. Qualifications Required Qualifications: Secret Clearance 7+ years system engineering or system development experience Recent experience supporting DoD/DoN Bachelors Degree in Electrical, Mechanical,or Aerospace Engineering or Computer Science Experience with elicitation of strategic, enterprise and solution requirements Strong customer service mindset Ability to work independently within a team environment Very strong interpersonal, problem solving, organizational and multi-tasking skills Excellent written, verbal, and presentation skills Desired Qualifications: Demonstrated domain knowledge of the C4I mission areas Masters Degree in Electrical, Mechanical,or Aerospace Engineering or Computer Science Demonstrated working knowledge of SPAWAR organization and programs Working knowledge of DoD/DoN acquisition processes Basic understanding of the synergy between architecture and requirements Experience in development and use of requirements taxonomy Familiarity with Model Based Systems Engineering Project / Task Leadership skills and experience Proficiency with Microsoft Office applications Experience with DevOps/Application Integration Options
