Job Description:

Watermill Express is the national leader in refill kiosks that provide affordable, sustainable, safe drinking water and ice in a convenient drive-up format. This position is responsible for--managing the entitlement and construction process of refill kiosks in the San Diego market. Daily focus will include supervising the entitlement, permitting and construction activities for the installation of pre-fabricated refill kiosks. This position works closely and effectively with internal and external development personnel, engineers, consultants, permit expediters, general contractors, subcontractors, municipalities, and their agents. The position is responsible for site feasibility, entitlement and permitting, construction, and kiosk openings while ensuring that all compliance details (legal, permitting, entitlement, construction, post/final inspections) are handled in a timely manner and within budget. This individual must possess exceptional written and oral communication skills and leadership qualities to help facilitate our corporate culture.   • Company Vehicle Responsibilities/Duties include:
    • Demonstrate and support the company's Pledge of Conduct
    • Follow safety guidelines and model safe behavior
    • Oversee site feasibility and analysis for new kiosk locations.
    • Ensure the timely entitlement/permitting, construction, and opening of refill kiosks
    • Contribute to strategic planning, direction, and goal setting for the department or function in collaboration with senior management.
    • Develop plans for new-build or renovation projects, solicit and review bids, select and negotiate with contractors, and assist with the contracting process
    • Supervise general contractors and construction related activities
    • Manage the entitlement/permitting process to ensure timely issuance of building permits and government approvals
    • Conduct periodic site visits, ensuring that projects are completed as designed, in compliance with accepted plans and specifications, and on time and within approved budget
    • Ensure prompt set up of utilities accounts and follow-up on service orders regarding station installation
    • Establish departmental policies, practices, and procedures that have a significant impact on the organization
    • Responsible for personnel actions including hiring, performance management, and termination
    • Work closely with other company managers to ensure efficiency in the development process
    • Hire, train and manage development personnel as needed
    • Manage annual line-item budget
    • Responsible for company vehicle and ensuring routine service and maintenance on company vehicle is performed per guidelines Knowledge Requirements:
      • Good written and oral communication skills
      • Ability to negotiate
      • Ability to represent company in a professional manner through actions and communication
      • Good working knowledge of MS Office (Word, Excel, Outlook)
      • General construction knowledge
      • Job cost tracking/job cost estimating ability
      • Team player with positive attitude
      • Ability to work required schedule
      • Clean motor vehicle record; valid, current driver's license Skill & Characteristic Requirements:
        • Ability to effectively communicate in technical and non-technical discussions
        • Strong organizational skills
        • Strong technical documentation skills
        • Ability to work multiple projects at varying levels of completion
        • Attention to detail, Excellent problem solving, analytical and troubleshooting skills
        • No travel required, on site work is required
        • Walking, standing, climbing ladders or lifting up to 30 lbs. Education / Experience:
          • Minimum of 10 years of experience in construction management required
          • Bachelor's degree in Construction and/or Business preferred
          • Experience in the construction phase of electrical and water utilities installation preferred
