Oxy's Facilities and Construction Team is looking for an experienced and motivated individual to fill the position of -Construction Lead - Delaware Basin NM -based in Carlsbad, NM. The F&C Construction Lead NM will lead a team of Construction Specialists in the successful execution of the development capital program for Delaware basin in New Mexico. They will work closely with the F&C Development Execution Facilities Engineering team along with the Asset Operations Teams. This role will coordinate the execution of construction activities from start through commissioning on upstream surface production facilities supporting production fluids (oil, water, gas) from wellhead through sales. The team's responsibilities will include executing procurement & construction activities to provide working facilities on-time and on-budget in accordance with corporate HES and industry best practices, policies, and procedures. The successful candidate for this position will be responsible for, but not limited to, the following job duties: -

  • Supervises team members and manages programs such as goal setting, performance management, compensation planning and development/training. -
  • Ensures that all facilities projects have appropriate dedicated construction manpower. Assigns construction staff to projects. Works with the engineering, operations, automation, and electrical organizations to ensure projects are executed optimally.
  • Works closely with the construction manager and other construction leads to level resources and to keep a similar approach to projects.
  • Evaluates and recommends construction contractors in support of facilities construction.
  • Assists construction specialists in selecting proper roustabout, pipeline, and general construction contract crews to efficiently execute construction activities of assigned facilities projects.
  • Establishes standard practices and SOP's that construction specialists will utilize.
  • In conjunction with the facilities and construction leadership team, accountable for overall facilities cost, schedule, safety, and environmental performance.
  • Promotes and encourages appropriate risk.
  • Participates in facility design/construction reviews.
  • Monitors and takes an active role in ensuring all employees receive appropriate training relative to technical knowledge, safety, and compliance.
  • Accountable for knowing and complying with all applicable regulations and company HES training requirement and policies.
  • Provides relief for the construction manager during their absence.
  • Utilizes benchmarks to assess facilities construction performance, identifies strengths and weaknesses, and establishes goals.
  • Encourages and rewards continuous improvement and proper application of technology and best practices.
  • Provides input to develop facility and construction team standards and practices.
  • Understands production equipment, materials, and design that best support projects.
  • Manages project schedule, resources, and enforces product or service quality and compliance to design specifications and operating procedures.
  • Tracks costs with onsite procured items and/or services required for project activities and reports timely and accurately to designated leadership and facilities engineering.
  • Provides HES leadership and enforces policy compliance.
  • Identifies obstacles that may impact project execution and support mitigating processes.
  • Consults on, reviews, critiques, and approves facilities cost estimates and schedules prepared by the facilities engineers.
  • Leads and/or participates in incident investigations when appropriate. Education:
    • High school or equivalent education is required. Professional/Technical Knowledge:
      • Knowledgeable in oil and gas construction industry standards and best practices
      • Familiar with basic project management principles and techniques Professional / Technical Qualifications/Licenses/Certifications:
        • Understanding of industry welding requirements and procedures as well as inspection and non-destruction evaluation (NDE) methodologies; certified welding inspector (preferred)
        • Understanding of NACE requirements
        • Proficient use of Microsoft Office suite (MS Project, MS Word, MS Excel, Outlook and Teams) and general IT use
        • Valid driver's license and excellent driving record are required. Experience:
          • Candidate should have at least 5 -10 years of construction experience.
          • Direct experience with maintenance, operation and/or construction for upstream oil and gas production pipeline facilities
          • Experience in rotating equipment (pumps, compressors, VRUs): materials, design, installation, estimation, and operation
          • Experience with surface production equipment (vessels, tanks, headers): materials, design, installation, estimation, and operation
          • Familiar with civil construction activities and associated permits
          • Demonstrated construction management skills including material & labor planning, cost & schedule estimating, contracting, cost & progress tracking and management, documentation, post appraisal and process improvement.
          • Knowledge of pipeline: materials, pressure drop calculations, design, installation, and estimation.
          • High proficiency using construction drawings, survey drawings, and installation specifications; able to interpret and create as required.
          • Basic understanding of automation and electrical design principles
          • Demonstrated high level of effectiveness working in a collaborative teamwork environment.
          • Fundamental understanding of MOCs, HAZOPs and PSSRs
          • Extensive expertise in HES/OSHA safe work systems.
          • Expertise of construction specifications, codes, and practices.
          • Ability to develop/review lifting plans for critical lifts
          • Familiar knowledge of material handling/staging principles and techniques
          • Ability to evaluate manpower loading plans
          • Ability to manage construction contractors effectively and efficiently
          • Ability to understand and enforce the requirements of construction contract documents
