Simulator Program Analyst, Mid with Security Clearance

Job Description:

THOR Solutions is actively seeking a Simulator Program Analyst in San Diego, CA. The candidate's responsibilities may include (but aren't limited to): * Provide feedback and recommendations on the use and effectiveness of the Multi-Mission Team Trainer (MMTT), the Combined IAMD / ASW Trainer (CIAT), and the series of SQQ-89 A(V) 15 simulators and emulators systems used by SMWDC Sea Combat Division. * Provide feedback in the development and performance of the program tactical multi-day, multi-warfare scenarios within the MMTT; the program complex single ship scenarios within the CIAT; the program basic to complex knowledge checks, scenarios and walkthroughs of the various functional segments within the series of SQQ-89A(V) 15 simulators and system emulators. * Provide instruction in a formal schoolhouse/classroom environment and during WTI program(s). Approved curricula shall be provided by the Government and will be in advanced warfare tactics in Anti-Submarine Warfare and / or Anti-surface warfare; instruction in trainers and simulators to include set-up, operations and trouble-shooting of those systems; instruction of advanced warfare tactics in a shipboard or ashore environment. Provide feedback in the mission area curriculum development; and participate in course curriculum review process and make recommendations for improvement; provide feedback in the development of learning objectives and training standards. Provide training in a shipboard, combat system laboratory or staff environment on advanced warfare tactics (i.e. SWATT); operations and troubleshooting of enabling systems. * Provide feedback on mission area capabilities by assessing the Fleet Concepts of Operation (CONOPS); unit-level mission area readiness through direct observation or indirect analysis of performance metrics; Carrier Strike Group (CSG), Expeditionary Strike Group (ESG), Amphibious Readiness Group (ARG), Surface Action Group (SAG), or Surface Action Unit (SAU) mission area readiness through direct observation or indirect analysis of performance metrics; Navy Component Commander (NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander (JFMCC), or Commander Task Force (CTF) staff mission area readiness through direct observation or indirect analysis of performance metrics; augment Navy afloat or shore staffs for emergent operations as defined by Fleet needs. * Review, update, and develop Tactical Memorandum (TACMEMO), Tactical Bulletins (TACBUL) and Fleet Advisory Messages (FAMs); Joint Publications (JPs), Navy Warfare Publications (NWPs), and Navy Tactics, Techniques and Procedures (NTTP) when requested by the TPOC. * Provide feedback to the SMWDC Experimentation POC on the Fleet Experimentation (FLEX) program in order to test new technologies, conduct risk reduction measures, refine TTP or validate tactics. Participate in the Fleet Collaborative Team (FCT) meetings and provide feedback to the process and products of the Warfighter Improvement Processes (WIP) for each mission area. Participate in mission area related Navy, Joint and Combined seminars, conferences, and various other meet forums and provide feedback during the conferences. * Provide detailed meeting notes in the form of trip reports within one week from the conclusion of the meeting. Review, draft white papers, point papers and power point presentations when requested by the TPOC to prepare SMWDC staff for meetings, conferences and seminars related to operations, planning and tactics development and details SMWDC position, recommendation and gap analysis. Prepare Business Case Analysis and data analysis; analysis of Fleet Wholeness trends and projections; business Plan Analysis; perform quality reviews of readiness activities and processes. Attend and provide feedback in Technical and Modernization Working Groups, Knowledge sharing networks, Surface Warfare Enterprise initiatives and prepare reports, summaries and observations. * Compile, analyze, and consolidate technical information into clear, understandable documentation; provide feedback on analysis of programmatic performance metrics. Provide assessment and analysis of current program and organizational capabilities; make recommendations to ensure all requirements are anticipated and scope enables program execution. Liaise with Fleet offices to identify operational requirements and in cooperation with Fleet Training agents and program resource sponsors to determine improvements necessary to meet Fleet Wholeness and readiness objectives and provide electronic written report to the TPOC weekly. Conduct assessment of current systems and provide feedback and recommendations to develop tools used for refinement of existing activities. Analyze business and financial project requirements and provide program scheduling, critical path analysis, and project support requirement determination - provide to TPOC monthly. Provide analytical and technical feedback for impact studies, cost/benefit analysis, dependency models, and project tracking methodologies. Provide feedback of policies and procedures required to execute functional responsibilities of Force Wholeness and Readiness. Provide technical and analytical feedback for the centralized planning, direction, and control of cost analysis, programmatic resource requirements, and fiscal year planning. * Respond to data calls, with specific emphasis on Program Objective Memorandum (POM) Department of Navy (DON), and the President's Budget. Job Requirements Security Clearance Requirements: * Must possess an existing and active SECRET security clearance. Required Education, Skills, Knowledge, and Abilities: * Must possess a Bachelor's degree from an accredited school or institution. * Must have at least three (3) years of recent experience working with Navy computer based trainers or simulators that support ASW/SUW warfare areas. * Must have at least three (3) years of recent proficiency with either Multi-mission Team Trainer (MMTT), SQQ-89 Advanced Capability Build (ACB) trainers or Combined IAMD/ASW Trainer (CIAT). * Must have at least three (3) years of recent proficiency with the Microsoft Office Suite.
